The Reflection of People's Opinions to the Municipal Master Plan through "Citizen Made Master Plan"

Abstract

Although so-called "citizen-made master plans" have been made by several citizen group since 1994, the base of the Tokyo's Suginami-ward is the only one in which the "citizen-made master plan" and the official municipal master plan are made in pararell and the people's opinions based upon the former were reflected in the latter. The authors analyze this plan-making process and its results, concluding the citizen-made master plan was particularly effective in reflecting the people's opinions based upon their daily community life.
