This article names the 2001 Sheldon G. Hayes Award winner, selected after a two-year process, for highway projects using more than 50,000 tons of hot-mix asphalt. The pavements are evaluated for smoothness, durability, density and how well the contractor met the specifications. This year's winner goes to Norris Asphalt Paving Co. for a project on Route P46 in Ringgold County, Iowa. The job required civil engineering skills, including surveying and laying out the road design, drainage and retaining walls. It involved urban and rural sections, with some constraints on when and how the repaving could take place.
