Abstract
The decade of the 1980's is proving to be one of change and transition in the field of transportation. Public agencies at all levels of government are facing dramatic shifts in how they operate their transportation facilities. To serve the rapid growth that is being experienced in many urban areas, increased emphasis is being given to the management of travel demand. Many of these management programs are utilizing High Occupancy Vehicle (HOV) technology, both on urban street systems as well as on the freeway systems. This paper discusses some of the issues and principles that need to be considered in the planning and development of freeway HOV facilities. It also presents an overview of some of the significant projects that have been implemented or are being planned in various geographical regions of the U.S.
