Abstract
The cost of traffic congestion is huge in the U.S., approaching $40 billion per year. Roadway capacity is difficult to expand in most urban areas, and some non-traditional means of coping are being used. One is the high-occupancy vehicle (HOV) facility. There are some 600 centerline miles now in operation in 28 urban areas in North America and more are under design and construction. With their flexibility and relative low cost, HOV lanes are proving to be a viable transportation option to seriously consider in congested urban areas.
