PARKING TOOLKIT FOR THE WHITE PAPER

This paper outlines the main implications of the UK Government White Paper on integrated transport for parking control, and briefly discusses the different items in a 'toolkit' of parking measures that can be used to help achieve White Paper objectives. Parts I and II of the White Paper mention parking in different contexts and advocate four measures to help integrate local roads. Part III discusses measures to implement parking at the UK, regional, and local levels. Parking plays a major part in many other White Paper areas. The guidelines of the Institution of Highways & Transportation (IHT) on developing urban transport strategies classifies transport measures into five broad groups, which this paper discusses in relation to parking and the White Paper. Parking control standards can be used as a land-use measure and are already changing rapidly throughout the UK. Parking can be viewed as an infrastructure measure; there is an increasing need to consider parking supply as a system, including off-street and on-street car parks, and facilities like park and ride. Parking as a management measure includes on-street parking controls and parking as part of access control. Good information on parking is increasingly important. The price of parking is already a key measure in many urban areas.
