Abstract
The City of San Jose, in response to growing traffic congestion, established a traffic signal management program (TSMP) that features the use of advanced traffic control and monitoring technologies. TSMP sets forth a plan to implement an Advanced Traffic Management Systems (ATMS), which is a component of Intelligent Vehicle Highway Systems (IVHS) technology. The implementation process outlined by the program includes evaluating existing traffic demands and current traffic control equipment, selecting the most cost effective traffic control system for a given control group, and incorporating the selected systems into the infrastructure and communication network. The program's goals are to improve traffic conditions, reduce the costs incurred by congestion, and increase roadway safety.
