Abstract
The premise of this paper is that traffic control centers are the heart of advanced traffic management systems (ATMS). The paper presents six primary characteristics that differentiate ATMS from the typical traffic management systems. It then discusses three key issues which assure effective operation for a traffic control center. These include institutional coordination, operations and maintenance and manpower.
