STUTTGART TRANSPORT OPERATION BY REGIONAL MANAGEMENT (STORM): CONSIDERATIONS FOR THE PILOT PROJECTS

Abstract

This paper discusses Project STORM (Stuttgart Transport Operation by Regional Management), which is managed by public transport authorities and private companies in the German city of Stuttgart. STORM is testing new traffic information technology (IT) and gradually implementing it through pilot projects. Stuttgart's overall traffic strategy is to: (1) complete the road network; (2) integrate road and rail subsystems into a complete traffic management system; (3) construct and improve traffic control systems to optimise infrastructure use; (4) apply new information and control technologies. The objectives of Stuttgart's integrated regional traffic management system are to: (1) reduce environmental impact; (2) increase traffic safety; (3) increase efficiency. For each objective, several specific measures are applied. In the first implementation stage, the existing traffic control system is to be improved and extended. In the second stage, new IT will be applied in the following six pilot projects: (1) travel information system; (2) individual route guidance system; (3) dynamic park-and-ride system; (4) public transport connection information system; (5) freight and fleet transport management; (6) emergency call system.
