WORLDWIDE IVHS ACTIVITIES: A COMPARATIVE OVERVIEW

Abstract
This paper shows how Intelligent Vehicle-Highway Systems (IVHS) has become a global movement in the last five years, describes and compares recent worldwide IVHS activities, and suggests a possible basis for international IVHS cooperation. Although the original research, related to IVHS, began over 20 years ago in North America, Europe and Japan, recent IVHS programmes have become interdisciplinary, intermodal, and dependent on partnerships between public, private and academic organisations in many parts of the world. Some major early and recent IVHS programmes and developments worldwide are tabulated. American IVHS areas include: (1) advanced traffic management systems; (2) advanced traveller information systems; (3) advanced vehicle control systems; (4) commercial vehicle operations; (5) advanced public transport systems; and (6) advanced rural transport systems. There are many other relevant US programmes. The two major European programmes have been Prometheus and DRIVE. Japan has developed a Vehicle Information and Control System (VICS), aiming for practical deployment by 1993, and has several research programmes with long-term goals. Due to their different social settings and national characteristics, the world's IVHS programmes have complementary strengths, on which effective international cooperation can be based.
