Abstract
In a field test of the automated ticket writers in the District of Columbia, ticket production actually decreased 22 percent and revenues decreased by 26 percent. The scofflaw revenues realized daily were not enough to offset the decrease in ticket revenue. Ticketwriters complained of excessive weight (7 pounds) and slow printers. Time and motion studies revealed that hand held ticket production takes 73 percent longer than manual production, 71 versus 41 seconds. Annualized for a set number of tickets, the cost of maintaining a hand held system would be 24 percent higher than a manual system due to the concentration of equipment and peripheral supplies.
