Abstract

Surface transportation is approaching the boundaries of a technical revolution which can dramatically enhance the mobility and safety of users. Central to this revolution is the implementation of Intelligent Vehicle Highway Safety (IVHS) technologies. There were two major events that occurred in the past few years which will accelerate the growth of IVHS technologies for years to come. IVHS technologies can be categorized into five functional areas: (1) Advanced Traffic Management Systems (ATMS), (2) Advanced Traveler Information Systems (ATIS), (3) Advanced Vehicle Control Systems (AVCS), (4) Commercial Vehicle Operations (CVO), and (5) Advanced Public Transportation Systems (APTS). Safety is a major concern in all IVHS development regardless of the primary goal. Some systems/devices can have moderate to profound safety benefits, others will have minimal or no impact, while others may have an adverse impact. Two basic goals can be established to incorporate safety in the development and design of IVHS technologies. The objective is to provide basic information on existing IVHS systems, areas of concern, and potential opportunities which enhance safety.
