Abstract

This paper describes the Universal Traffic Management System (UTMS) an advanced traffic management system based on the concept of automatic control and developed by the National Police Agency in Japan. Focus is on four elements: optimum control of the signal control system, the traffic information supply system, the advanced traffic control system supported by a traffic data acquisition system with lower cost and higher performance, and the goal of the UTMS.
