Abstract
General William H. Draper a United States representative in the United Nations Population Committee is conducting a campaign to bring to a halt the population growth rate in every country of the world from the year 2000 on into the future. The example of Mexico is used to show that the population could remain stable only at the expense of great perturbations of demographic variables such as natality fertility mortality school age population and working population. The fluctuations could then vary from 7 to 1 and would be reduced very slowly. Another hypothesis is proposed instead a hypothesis in which fertility rather than population remains stable (net reproduction rate is equal to 1). With this hypothesis the fluctuations are less important and the population becomes itself constant after a certain lapse of time but its maximal number is twice higher than in the 1st hypothesis.
