Abstract

The author discusses motorists' attitudes to speed enforcement and efforts by highway designers to build a road with minimum speed characteristics. In rural areas, horizontal curves are ball-banked and posted with advisory speed plates by the operations engineer to communicate an approximate design speed. The article concludes that design speed must closely represent the speed which the general driving population will choose.
