Current Situation and Problem Analysis of Public Participation in China's Urban Transportation Planning

Abstract

Public participation has been developing for several years in the field of urban planning in China. More and more people are aware of the importance of public participation in urban transportation planning. However, the implementation and effects are far from satisfactory. In this paper, consulting previous works at home and abroad and summarizing the statutory documents in China, author finds out that despite of the progress of the legalization of public participation, the legal system is still not flawless. Based on the questionnaires designed to learn the planners’ attitudes towards public participation in urban transportation planning and its implementation status, author analyzes the hindrance factors in aspect of political system, participation awareness, inner qualities of the public, legal system and decision-making mechanism, propaganda and assesses, and cost and efficiency. Author also proposes four feasible measures to promote the development of public participation in urban transportation planning.
