On the public participation and urban planning

Abstract

With the transformation of urban planning from techniques to public policy in nature,the closed planning programs are becoming the source of urban planning problem in practice.Through the analysis on the function of public participation and the practice of foreign public participation,the author suggests that China should add operational regulations of public participation to exert the role of community organization and inhabitants group, construct an open,transparent,comprehensive and fair procedure of public participation into urban planning.
