RURAL ROAD IMPROVEMENTS: OBSTACLES TO TRANSPORT COST REDUCTIONS

Abstract

The first part of this paper presents simplified operational procedures for the appraisal of rural roads in transportation, rural development and agricultural projects. The second part deals with issues encountered in the preparation and implementation of projects with rural road components. These issues relate to: inefficient screening methods, inadequate project preparation, spot improvements, inadequate maintenance, complementary needs, interdependencies among rural road and agricultural components, and design of investment packages consisting of these components.
