Abstract
This report considers the vulnerability of novice drivers in the UK. Topics discussed include a more structured approach to learning to drive, a minimum learning period, attitudes to driving, the driving test, graduated driver licensing, driver education, the role of the insurance industry, andthe role of penalties. The recommendations include modernisation of the driver training regime, a graduated licensing system, tougher penalties for licensing offences, and improved road safety education before licensingage.
