Abstract
The author discusses three notices of proposed rule-makings (NOPRs) issued by the Federal Energy Regulatory Commission. These NOPRs pertain to the rules for defining prices that franchised utilities must pay when purchasing energy and capacity from qualifying facilities and to the issue of market structure in the electricity industry.
