Abstract

How the Federal Energy Regulatory Commission determines proper terms and conditions for electricity transmission service will make or break competition in the electric generation industry, the American Public Power Association says. APPA's arguments are outlined in a new white paper on the issue, Transmission Access: The Necessary Terms and Conditions. The paper attempts to put into focus the next hurdle over which FERC must jump in carrying out the dictates of the transmission provisions of the Energy Policy Act, since it has the authority to mandate just and reasonable, nondiscriminatory transmission access.
