Abstract
Even though paratransit services have had almost a decade to deal with the requirements of the Americans with Disabilities Act (ADA), their ADA-related problems actually seem to be increasing. Efficiency and system reliability have fallen back, and complaints and lawsuits are mounting. This paper explores these issues and attempts to come to some understanding of the reasons underlying the difficulties paratransit services are having.
