Abstract

According to W.B. Read of LOOP the system will probably be able to unload the first oil tanker near the end of first-quarter 1981; complete the leaching of three storage caverns, which would permit sustained operations, around mid-1980; and have the entire Phase 1, 1.4 million bbl/day design capacity on stream in the second half of 1981, when the unloading of 0.7-1.0 million bbl/day of oil is anticipated. At first, LOOP would unload tankers at about 40,000 to 45,000 bbl/hr instead of the fully operational 100,000 bbl/hr, and pump the crude straight through to the Capline terminal. Read is optimistic about completing Phase 1 near the $609 million budget figure (up from the 1979 budget estimate of $513), but is doubtful that demand will warrant the Phase 2 expansion to 2.4 million bbl/day. the ongoing construction of offshore, onshore, and pipeline facilities is discussed.
