Abstract
The road system in urban areas is coming under increasing pressure, from the need to facilitate the communities travelling requirements on the one hand, and, trying to cope with the desire of local community groups and councils to achieve an improved residential environment by closing selected roads on the other. The solution to these problems is a two part process requiring, firstly, the development of an adequate road network incorporating a high level of management and operation and, secondly, appropriate traffic management in the local street system to restrict through traffic (a).
