Abstract

The highway system level of development plan discussed defines highway engineering programs so that optimum benefits are derived from limited fiscal resources. This is done by concentration on essential improvements rather than desirable ones, and is different from current methods. The highway system level of development plan has been prepared for use in Washington State, but it is transferable to other states. Proposed three levels of development are defined.
