Abstract
Catching up with ever-increasing demands for road improvements has become extremely difficult for many highway departments. The best solution to succeed in these efforts is better statewide highway planning methods. These include the proper assessment of a broad-gauge program of road rehabilitation, improvements, and construction through appraisal of state highway needs, costs involved, and benefits to be anticipated. All pertinent facts must be scientifically collected/analyzed in categories such as: road-inventory data, traffic volume figures, origin-destinatation highway movements, vehicle sizes and weights, and design features as they relate to traffic operations. Several recommended programs of development are charted and provided.
