Abstract

The main purpose of the report is to study which factors have the most influence on the regulation of parking and ways in which parking regulations can be improved. The starting point is an integrated approach to the parking problem in big cities. In this way attention can be aimed at a package of measures concerning, e.g., the available infrastructure, public relations, the introduction of more personnel for controlling parking and improved police and judicial settlement of parking offences. The main points of the project are: enforcement, the traffic and transport system and spatial and economic aspects. This report is mainly focussed on enforcement. The training and education of special parking guards, male and female, are described.
