Abstract

This chapter relates the history of federal support for regional transportation organizations, discusses the role of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 in building regions, derives some important principles from dealing with ISTEA that could be used with other federal programs that distribute aid, and offers six other areas in which federal programs could be utilized to great advantage.
