THE TRANSIT ENVIRONMENT IN THE UNITED STATES: A LOOK BACK, A LOOK AHEAD

Abstract

At the 1972 ARRB Conference, the author reviewed United States transit technology particularly for bus rapid transit, and projected how transit might contribute to transportation and environmental improvement in the future. This paper explores developments since then, draws on experience gained, assesses the current situation and suggests ways to improve transit planning. Many transit concepts have been proposed and/or implemented in the past twenty years. Significant examples are reviewed in the paper, including bus rapid transit, light rail transit, dual- powered bus, and rail rapid transit. Experience with actual system usage, has generated controversy as to achievement of objectives and the Federal transit agency (UMTA) instituted more rigorous planning criteria. Given the new 'ISTEA' Act of 1991 there will be fewer regular highway projects and more multi-modal corridor programs, incorporating HOV and transit elements. In urban areas, existing rights-of-way may be the key to realising integrated transportation improvements. Transit planners will need to look less from a 'modal' viewpoint and more from a 'transportation market' basis. (A) For the covering entry of this conference, see IRRD abstract no. 843369.
