Abstract

This article discusses the integration of European tolling procedure using the Galileo Global Navigation Satellite System (GNSS). Ensuring interoperability through the pan-European Electronic Fee Collection (EFC) and the European Electronic Toll Service (EETS) is done through two requirements: 1) the payment transaction requirement which allows users to pay for any toll with the same account, and that 2) each user’s on-board unit (OBU) can interact with the various EFCs around the continent. Limitations and specifications concerning new tolling procedures from the OBU perspective are discussed, as the OBU’s operation will change depending on the EFC type being used. The new thin OBUs have an advantage as they do not send payment data to the EFC, which strengthens their security rating.
