Abstract
This article describes a new 61-mile long passenger railroad being built in central Florida through a public/private partnership at a cost of $1 billion. The commuter rail line is scheduled to open in 2010 with an anticipated ridership of about 1,500 to 2,000 passengers per hour and up to 11,000 per hour by 2030. The article discusses the various contractual agreements between Florida and its private partner CSX for right-of-way and track improvements. A joint investment of $150 million between the two entities to improve statewide freight operations including grade separations is also described. The approach to the project is design/build. The final system will use diesel multiple units (DMU), while all the dispatching will be handled by the Florida Department of Transportation (FDOT).
