THE TRANSPORT POLICY OF A COUNTRY MUST HAVE THE FOLLOWING AIMS: (1) COMPLETE INTEGRATION OF THE WHOLE TERRITORY; (2) HIGH LEVEL OF SERVICE; (3) ECONOMICALLY JUSTIFIABLE COSTS. A DETAILED INVESTIGATION OF THE ROAD NETWORK FORMS THE BASIS OF THE STUDY WITH A VIEW TO ESTABLISHING PRIORITIES IN THE WORK TO BE CARRIED OUT AS A FUNCTION OF TIME AND COST PARAMETERS, AND WITH A VIEW TO MEASURING THE ROAD DEFICIT TO FACILITATE THE SETTING UP OF REMEDIAL MEASURES. DETAILS ARE GIVEN OF A PROGRAMME OF ROAD IMPROVEMENTS RECENTLY COMPLETED IN ARGENTINA WHICH CONSISTED OF THE FOLLOWING STAGES: (1) IDENTIFICATION OF THE NATIONAL MAIN ROAD NETWORK; (2) PRELIMINARY CLASSIFICATION OF THE NETWORK; (3) COLLECTION OF TRAFFIC DATA; (4) TRAFFIC FORECASTS AND COST ANALYSIS; (5) FINAL CLASSIFICATION OF THE NETWORK; (6) ROAD INVENTORY; (7) COST BENEFIT ANALYSIS AND ESTABLISHMENT OF PRIORITIES.
