TRANSPORTATION PLANNING AS PART OF A COMPREHENSIVE URBAN PLANNING PROCESS

Abstract

This article describes an on-going effort to make transportation planning an integral part of urban planning and to coordinate the multitude of agencies responsible for planning. Land use and transportation plans must complement each other, must be responsive to the needs of each area, and must be equally comprehensive. Congress has recommended the division of states into development districts, the establishment of planning agencies in metropolitan areas and of clearinghouses to coordinate Federal and Federally assisted social, economic, and physical development projects within each state. Certification requirements have been implemented to insure compliance with HUD planning guidelines.
