Abstract
RailPlan 5, the ambitious local transport plan produced by Metro, the West Yorkshire PTE, sets out plans for the development of the rail network for the period 2000-2020. The plan, covering short-term, medium-term and long-term aspirations, sets out West Yorkshire PTE's input to the re-franchising of local, Trans-Pennine, Cross-Country and East Coast rail services. Key aims for the first two years of the plan cover a new stations programme, a commitment to new rolling stock, a step change in performance, a bus-rail integration plan, and a station development plan. A number of towns are not at present served by a rail route but are close to disused railway alignments. The plan proposes light-rail feeder services using these alignments where possible. Although much of the railway infrastructure is old, Railtrack has completed a 7 million programme of station regeneration.
