Abstract
In the Korea capital, Seoul, private car use rose from 14.1% in 1991 to 19.1%, but is forecast to fall back to 17% by 2011. The article looks at how the massive investment in metro lines is starting to achieve the desired effect of encouraging a modal switch from road to rail. Nearly 300 km of metro has been created in 30 years, and the system carries about 2.5 billion passenger journeys each year. The ambitious plan is set to more than double metro's modal share to 48.5% by 2011 compared with 1991, while bus and taxi usage would be halved.
