This conference presentation outlines the key elements which the Federal Highway Administration considers important for the emerging post-Interstate highway program and notes those aspects that relate most closely to high-occupancy vehicle (HOV) facilities. Included in the latter are the following: HOV facilities offer many advantages from an energy and air quality standpoint; and the increasing focus on new technologies can be linked to HOV facilities. Also discussed are HOV facilities funding and the relationship of HOV facilities to the application of intelligent vehicle highway systems.
