Abstract
It is very unwise to consider reduction of fuel consumption as a goal of traffic control. Also when other goals are considered to be more important, traffic control can be optimized without these goals being violated. Who is going to pay for measures which save the car driver's money? The road authority will not gain anything. The motorist does not seem to be very fuel-conscious when driving in town. The only way is to subsidize the extra effort of the road authorities by the central government. In most cases investment in hard-ware has a smaller effect on fuel consumption than optimization of the existing equipment. (Author/TRRL)
