Abstract
Electronic Toll Collection (ETC) has become a technical feasible and financial viable alternative for financing and maintaining highway construction and operation. In United States, many toll road operating agencies have successfully used Intelligent Transportation System (ITS) technology .to administer planning, design, operation, management, and financing of highway facilities, and to improve the inherently labor-intensive toll collection process. This study examined the effective application of ETC technology for the planning and design applications on freeways and expressways in Taiwan, Republic of China (ROC). This paper reviewed various design and operational issues, including the current application of AVI/TOLL technologies, potential operational enhancements, and alternative design upgrades, for effective Electronic Toll Collection (ETC) and Electronic Toll and Traffic Management (ETTM).
