Abstract

A poll of the members of the American Association of State Highway and Transportation Officials (AASHTO) Highway Subcommittee on Traffic Engineering confirmed that the nationwide safety problem in work zones is being aggravated by the lack of uniform guidelines for determining speed limits. Inconsistencies in the methods used to determine work zone speed limits, noncompliance with the posted speed limit by motorists, and the growing practice of setting work zone speed limits through administrative decisions without the benefit of an engineering study are major contributors to this safety problem. Results showed that speed limit compliance by motorists varies greatly from site to site, but is greatest in work zones where the speed limit was not reduced and decreases where the speed limit is reduced by more than 10 mph (16 km/h).
