Abstract

Samuel K. Skinner, U.S. Secretary of Transportation, presents his views on America's future challenges in maintaining and improving its transportation infrastructure. Skinner asks: Can we sustain the commitment needed to maintain and upgrade our transportation systems to keep us globally competitive? Discusses reasons for the National Transportation Policy, and its relation to the 1990 Federal Aviation Act. Presents this year's proposed surface reauthorization and the concept of a national highway system based on various criteria including mileage levels in each state. Skinner proposes several ideas for improved surface infrastructure such as, using federal highway funds for toll road construction and mass transit; and using tax districts and developer participation to finance improvements.
