Abstract

This article addresses the institutional issues in transportation from a national perspective. Five issues important to the consideration of institutional arrangements in transportation are discussed. They are (1) declining investment in transportation infrastructure, (2) the need for a national transportation system, (3) the need to direct resources to points of congestion, (4) the need to maximize throughput on existing infrastructure (expanding intelligent transportation systems), and (5) new public- and private-sector roles in transportation.
