The relationship between scientometrics and science management

Цель исследования – обоснование роли наукометрии в управлении научной деятельность на различных уровнях социальной иерархии. Важнейшая задача исследования – выделение функций наукометрии, как симбиоза социологии науки и инфометрии. Актуальность данной статьи обусловлена необходимостью раскрытия потенциала наукометрии в управлении наукой, особенно на уровне научных организаций (в том числе университетов). Авторами статьи выделены функции наукометрии, представлены направления применения наукометрии, отражена взаимосвязь между измерениями в социальных системах и мерами, направленными на повышение успешности научной деятельности. Обосновано, что расширение функций наукометрии связано, прежде всего, с расширением спектра измеряемых показателей; в основе данных измерений – обработка первичной информации о субъектах и результатах исследовательской деятельности. Методы исследования: анализ научной литературы и передового опыта управления научной деятельностью в университетах (бенчмаркинг), методы теории множеств, методы квалиметрии и экспертных оценок, методы математической статистики. Методологические основы исследования: системный, социологический, информационно-когнитивный, квалиметрический и вероятностно-статистический подходы. The purpose of the study is to substantiate the role of scientometrics in the management of scientific activity at various levels of the social hierarchy. The most important task of the research is to identify the functions of scientometrics as a symbiosis of the sociology of science and infometrics. The relevance of this article is due to the need to reveal the potential of scientometrics in the management of science, especially at the level of scientific organizations (including universities). The authors of the article highlighted the functions of scientometrics, presented the directions of application of scientometrics, reflected the relationship between measurements in social systems and measures aimed at increasing the success of scientific activity. It is substantiated that the expansion of the functions of scientometrics is primarily associated with the expansion of the range of measured indicators; the measurement data is based on the processing of primary information about subjects and the results of research activities. Research methods: analysis of scientific literature and best practices in the management of scientific activities at universities (benchmarking), methods of set theory, methods of qualimetry and expert assessments, methods of mathematical statistics. Methodological foundations of the research: systematic, sociological, informational-cognitive, qualimetric and probabilistic-statistical approaches.
