Abstract

This chapter analyses Title II, Chapter 2, of PSD2, which concerns several aspects of market access, namely, the access of payment service providers to payment systems (art. 35), the access of payment institutions to the banking network (art. 36), and the access of business operators to the European market for payment services (art. 37). These articles entail different levels of regulatory governance, bringing in different actors: from the competent national authority to the European Banking Authority, and from credit to payment institutions and non-financial business operators planning to enter the product market concerned, but above all the three- and four-party payment schemes.
