Abstract

This article describes the changing regulatory environment for electric utilities since the turn of the century. Described are utility strategies for operating in an increasingly competitive environment and the different strategies devised by different types of utilities. Some recommendations are made for future regulatory requirements for creating a truly competitive environment to the benefit of both shareholders and ratepayers.
