SOUTH GLAMORGAN'S HIGHWAY AND TRANSPORTATION INFRASTRUCTURE

This paper considers the highway and public transport infrastructures necessary to realise the full development potential of South Cardiff in South Wales. Cardiff Bay Development Corporation (CBDC) was established in 1987, and its 1988 Regeneration Strategy showed potential for significant further development. Since 1974, the local authorities had pursued a positive road construction policy, that provided the essential road infrastructure for South Cardiff and thus for Cardiff Bay. A road system is being built to motorway standard around Cardiff, in a giant 'U' linking to the M4 motorway to the east and west of Cardiff. The recently completed Cardiff Bay Public Transport Study covers all South Glamorgan, most of mid-Glamorgan, and part of Gwent county. It examined current public transport provision and the much greater future patterns of demand now anticipated. It advocated a strategy to build on public transport's future increasing market share. Its major proposals are: (1) light rail links in the Cardiff area; (2) a new busway and two new high-quality bus services; (3) new on-street bus priority measures; and (4) enhancements to the heavy rail network in the outer areas. There will also be park-and- ride provision in several locations.
