E-auction procurement management case study : Suratthani Hospital.

Abstract

e-Auction has a bid via electronically. The e-auction procurement method will execute when the supplies are worth more than two million baht, which is accordance with the amended provisions of the Prime Minister B.E. 2535 and the provisions of Prime Minister's office with the supplying by electronic method B.E. 2549. This method has a new procurement practices that are different from the procedures for procurement or submission a tender. Moreover, this practice has many steps over than the original procurement and many related documents. Each government unit has a few frequency practice of the procurement by electronic, therefore the officials might be lacked of knowledge and expertise. For this reasons, it can cause an error and disadvantage for the government agencies. The officer in charge of each step in the study must do the work correctly, according to the specifications which to reduce the risk to the worker himself. To fit the context of the operation and achieve the good governance, this study conducted the process of procurement management by e-auction procurement in Suratthani Hospital. The aims are to serve as guidelines accuracy, completely, on time, fair, and effective of e-action procurement. This study focuses on the concept of administering achievement of e-auction procurement management which consisting of guidelines, procedures, and guidelines for procurement in a bid electronically by the Ministry of Finance system. Including the explanation of the procedures for conducting e-auction procurement which consist of 7 steps: (1) planning in supply (2) approval (3) providing an electronic provider central market (4) announcements published (5) sale the e-auction documents (6) receiving bidding prices and (7) reporting.The researcher designed the procedure recording form for reporting and verify of procedure. Including, the knowledge and guidance were provided for practitioners which improvement the effectiveness of e-auction procurement  Management in Suratthani Hospital. The results showed that the timing of supplies providing was reduce, fair quality and price, increase the transparency of the procurement, and process could be monitored. From the results, we expected that the officer could use the knowledge from the study as the guideline in conducting e-auction procurement correctly, promptly with good governance practice. Keywords : e-auction; e-auction procurement management; Terms of Reference : TOR
