Abstract
Government procurement is always the topic. Firstly, the current situation of Government procurement is discussed in this research. The author pointsout that the general evaluation is not the best one in government procurement when evaluating the bidders. So, value engineering, a better method than general evaluation, is applied in this research tested by applying in one sector of Shenzhen city's dynamotor government procurement.
