The United Nations Convention against Corruption – the primary tool of the global anti-corruption regime

Abstract

This chapter answers the first research question for this book: How has UNCAC evolved within the emergent global anti-corruption regime? The chapter documents the evolution of UNCAC, including its negotiation, ratification, and development of an Implementation Review Mechanism. Special attention is paid to the key actors, values, and interests that shaped the evolution of this legal instrument. The chapter concludes that UNCAC is the primary legal tool of the global anti-corruption regime, illustrating that the regime is currently in the fourth stage of norm evolution.
