Abstract
It has been proposed that the Corporation for Public Television be financed from earmarked tax revenues levied on either the pros s receipts of broadcasters or the purchase of television sets. Both of these are regressive sources since they are ultimately borne by the consumer. However, the dollar incidence of benefits from the activities of the corporation are progressive. Therefore, both the ability to pay and the benefits principle will be served if the Corporation is financed by appropriations from the general fund.
