Abstract
Automatic generation control (AGC) frequency regulation is an important means of power grid frequency adjustment.Based on the purpose of optimizing the AGC frequency regulation performance evaluation mechanism and encouraging more high-quality resources to join the auxiliary service market, the corresponding AGC frequency regulation performance evaluation indexes and calculation methods were designed respectively for the step/continuous load disturbance conditions.These evaluation indexes take into account the difference of AGC instruction and power output characteristics of the resource under different disturbance conditions, and the comprehensive evaluation indexes are designed from two angles of tracking AGC instruction situation and power grid frequency fluctuation and recovery state.Based on the dynamic model of regional power grid frequency regulation with energy storage system, the feasibility of the evaluation indexes is verified by simulation and comparison experiments.Indexes described in this paper are simple and easy to calculate, and have a high discrimination degree to the frequency regulation performance. Besides,they also can more directly reflect the frequency regulation effect and the frequency state in the regulation process, and better reflect the advantages and characteristics of high quality resources.
