Abstract

There are three main objectives of the new Housing Act: - Apartments and apartment buildings are used on the basis of property and on lease, the apartment owners are responsible for maintenance of flats and buildings renters of socially owned apartments have an option to buy the apartments and the apartment owners have an obligation to sell those flats to renters-tenants, if they want so. In such way, the right of dwelling is extinguished. Author's main objection is that the lawmaker did not work out all necessary institutions, proceedings and conditions for successful application of the law. That will cause troubles in practice and will probably bring a need that the current solutions be amended. Particularly complicated is the system of purchasing of apartments. However, one should hope that this is the last Housing Relations Act, and that the next one should be the Act of Derogating the Housing Relations Act.
